One View of the History of the Supreme Court: It's a Tragedy that it Didn't Pursue "Redistribution of Wealth"

Was the American Civil Rights Movement too focused on using the courts to achieve its goals? According to this guy it was, and that was a tragedy because the court wasn't "radical enough" to see the Constitution as a vehicle for "redistributing wealth." Therefore, according to this guy's view, the goal of wealth redistribution must be achieved by the legislative and political branches (at least until the courts become reconstituted with judges willing to find in the Constitution the "positive obligations" the government owes to its citizens).

Just thought it's important to know that this is his view of American constitutional history:
